Yes, Coalesce is able to connect to self-hosted Git repositories although some configuration is required to facilitate the connectivity.
Your self-hosted Git repository will have to be accessible via the public internet* to the Coalesce services which will be running outside of your network. See the Warehouse Whitelisting and Allow Traffic to Coalesce Services sections of the Coalesce documentation for more information on where connections must be allowed.
* This requirement assumes the traditional Coalesce connectivity approach is being leveraged.
